PROBLEM TO BE SOLVED: To provide a lighting system used by being arranged between an observer and an irradiation object, and applicable to various kinds of usage; and to provide a speedometer having the lighting system and the like.

SOLUTION: This lighting system 50 is provided with a plurality of light emitting element parts 100 on a translucent substrate 60. The light emitting element part 100 has a luminescent layer and a shading layer on one side of the luminescent layer. The lighting system includes the light emitting element part where the color of light emitted from the light emitting element part 100 is different from the colors emitted from the other light emitting element parts.
