PROBLEM TO BE SOLVED: To provide a controller and an operation control method or the like, which make a user hard to forget information of a code, etc., to be specified by the user himself/herself and are also capable of making an outsider unable to know the information of the code, etc. SOLUTION: By a system control section of an information playback/recording device, designation of at least one piece of program information is received among a plurality of pieces of program information being recorded on a recording medium, and intrinsic data for the designated program information are acquired as key data, and the acquired key data and password data being stored in advance are collated, and when the collated result is satisfied, the information playback/recording device is shifted to the usable state.
