PROBLEM TO BE SOLVED: To prevent information limited in copying from remaining on a medium for a long time by repeating temporary recording and to prevent the information from being copied on an allowable number of recording media or more. SOLUTION: When copy control information indicates permission of temporary recording having a specified time limit, control information indicating no permission of temporary recording is added and recorded on the recording medium, Besides, when copying the information limited in copying, a recording device and the number of the recording media are detected and the information is recorded on only the media within allowable number.
