PROBLEM TO BE SOLVED: To minimize quantization degradation of mosquito noise or the like while faithfully reproducing input picture information while reducing a calculation amount.

SOLUTION: By an orthogonal transformation size judgement part 13, an orthogonal transformation size is judged utilizing the feature amounts of the input picture information such as macroblock activity, macroblock dispersion and the number of edges included in a macroblock, and the orthogonal transformation size in an orthogonal transformation part 15 is determined beforehand.
