PROBLEM TO BE SOLVED: To improve an information security by preventing a specific pattern from being unable to be detected even if image data including the specific pattern for unauthorized copy prevention are reduced. SOLUTION: A scanner image processing part 52 is provided with two variable power means 1 and 2 for performing reduction as a plurality of variable power means. In this case, when a pattern detecting part detects a specific pattern, a variable power rate setting control means sets a variable power rate=X%. The variable power rate=X% is a variable power rate for recognizing the specific pattern. In this case, the variable power rate of the variable power means 1 is set to A%, the variable power rate of the variable power means is set to B%, and then an equation of X=A*B/100 is slatisfied.
