An A/E converter (21B) relays an ATM cell (70) transmitted from a clad (22) of an ATM network (2B) to the clad (22) of an ATM network (2A) via a wide-range Ethernet (3). The A/E converter includes: an ATM-PHY (212) which receives the ATM cell (70) transmitted from the clad (22) of the ATM network (2B); a buffer (41) for storing the received ATM cell (70); a LAN switch (214) which encapsulates the ATM cell (70) stored in the buffer (41) into a frame FRD corresponding to the wide-range Ethernet (3) and transmits the encapsulated ATM cell (70) to the wide-range Ethernet (3); and a CPU (211) which starts discarding of the ATM cell (70) stored in the buffer (41) at a predetermined timing.
