PROBLEM TO BE SOLVED: To provide a control method of a base station which can request re-transmission without waste, and to provide a control method of a mobile station, the base station and the mobile station. SOLUTION: The control method includes a step of receiving a request of transition to a semi-connected state where the mobile station 17 is brought into a power saving state while the mobile station 17 holds a mobile station identifier (MAC-ID) allocated to identify the mobile station 17 by the base station 10 from the mobile station 17; a step of determining the state of the base station 10 in response to the request; and a step of transmitting a response with a reason of rejection for the request to the mobile station 17 if the request of transition to semi-connected state is not permitted as a result of the determination of the state of the base station 10.
