PROBLEM TO BE SOLVED: To provide a scenario creation support system, device and method, allowing even a general user not having technological skill to easily create a scenario. SOLUTION: This scenario creation support device 3 receives scenario creation support requirement generated by user terminals 1, 2, retrieves a component connectable to the scenario during the creation of the user terminals 1, 2 from components stored in a component database, and transmits it to the user terminals as a candidate component. The user terminals 1, 2 receive the candidate component, incorporate the component selected by the user terminals in the scenario during the creation, transmit the scenarios incorporated with the selected component to the scenario creation support device 3, and transmit the scenario creation support requirement.
