An apparatus and a method for estimating a sampling offset are provided to estimate a sampling offset correctly by setting a predetermined effective range and a predetermined removal region, and estimating the sampling offset based on the selected sub-carriers. An apparatus for estimating a sampling offset includes a pilot sub-carrier processor(420), an information sub-carrier processor(430), a data sub-carrier processor(440), and a sampling offset estimator(410). The pilot sub-carrier processor generates a reference pilot sub-carrier by processing a pilot sub-carrier extracted from a differential demodulated signal. The information sub-carrier processor generates a reference information sub-carrier by processing an information sub-carrier extracted from the differential demodulated signal. The data sub-carrier processor generates a reference data sub-carrier by processing a data sub-carrier extracted from the differential demodulated signal. The sampling offset estimator estimates a sampling offset included in the differential demodulated signal based on the reference pilot sub-carrier, the reference information sub-carrier, and the reference data sub-carrier.
