<P>PROBLEM TO BE SOLVED: To provide a conductive roll hardly causing image fault over a long period of time and having excellent toner releasability and charging performance. <P>SOLUTION: An outermost layer containing organic polymer is formed on the outermost surface of a roll. A mixture gas containing F<SB>2</SB>gas and O<SB>2</SB>gas is brought into contact with the surface of the outermost layer, thereby obtaining the conductive roll in which the surface of the outermost layer contains 8 atom% or more F and 25 atom% or more O.
