PROBLEM TO BE SOLVED: To provide a cooling device for performing the efficient transfer of heat by reducing a thermal resistance value between a heat generating object and the surface of a fin by reducing a temperature gradient between the heat generating object and the surface of the fin. SOLUTION: The cooling device includes a first cooling means 20 arranged on the heat generating object 10 to absorb the heat generated by the heat generating object 10 and transfer the generated heat as latent heat, a thermoelectric cooling element 30 having a Peltier effect arranged with a side surface facing the surface in contact with the heat generating object 10 of the first cooling means 20 defined as a heat absorbing surface 30a, and a heat radiating means 2 arranged at the side of the heat generating surface 30b facing the heat absorbing surface 30a of the thermoelectric cooling element 30 to radiate the heat generated from the thermoelectric cooling element 30.
