<p>A keyless entry system (1) includes a portable device (30) carried by a passenger and a vehicle control device (10) for carrying out a certification process for the portable device (30) to lock or unlock a device subject to locking (106), the device mounted to a vehicle (100), on the basis of a result of the certification process. The portable device (30) sends instruction information for giving an instruction to limit unlocking of the device subject to locking (106) to the vehicle control device (10) in accordance with an instruction from the passenger.
