PROBLEM TO BE SOLVED: To perform charging processing corresponding to the period of cancel in the middle of the down loading of data on a recording medium. SOLUTION: A reproduction processing part 33 recording reception data in a recording medium, a charging managing part 34 performing a charging processing on a rate required for the recording of the data and a cancel control part 24 stopping the recording based on a cancel instruction from a demander are installed in a reception server. When the cancel instruction is given form the demander, recording is stopped. Thus, timing for giving the cancel instruction is changed and therefore data recorded in the recording medium can freely be set in accordance with the will of the demander. The charging managing part 34 changes the rate which is charged in accordance with a point of time when the cancel processing is performed. Thus, it is eliminated that the demander pays the rate including data of which the acquirement is not required like a conventional case.
