A plasma display panel is provided to enhance an image contrast of the PDP by stabilizing discharges in discharge cells by arranging oxide particles between fluorescent particles on a surface of a fluorescent layer. A plasma display panel includes a front substrate(101), a rear substrate(111), and a fluorescent layer(114). The rear substrate is arranged to be opposed to the front substrate. The fluorescent layer is arranged between the front and rear substrates. The fluorescent layer contains a fluorescent material and an oxide material. The oxide material is arranged between fluorescent particles on a surface of the fluorescent layer. The oxide material is selected from the group consisting of MgO, ZnO, SiO2, TiO2, Y2O3, Al2O3, La2O3, Fe2O3, EuO, and Co2O3.
