PROBLEM TO BE SOLVED: To solve the problem that only a user familiar with handling a cellular phone can use a cellular phone because photographing a picture by the cellular phone and processing for adding GPS information to the picture are complex, even though users can use a commercial cellular phone, photographs a picture, add the GPS information, then transmit the picture to a designated server and display/browse the picture over the Internet. SOLUTION: Operations that photograph a picture, acquire GPS information, select a transmission message and transmit them to an information publishing server are performed in a series of flow, by installing a dedicated application to a cellular phone with a position-positioning function by using a GPS and camera photographic functions, and the information transmitted to the information publishing server can be browsed by a web browser.
