PROBLEM TO BE SOLVED: To provide a liquid developer having excellent fixability of toner particles to a recording medium, and dispersion stability of the toner particles, and to provide an image forming apparatus using the liquid developer. SOLUTION: The liquid developer comprises: an insulating liquid including aliphatic monoester; and toner particles mainly composed of a styrene-acrylic acid ester copolymer. The average particle diameter of the toner particles is preferably 0.7 to 3μm, the circularity of the toner particles is 0.85 to 0.98, and the width S of the particle size distribution in the toner particles is≤1.4. As the insulating liquid, preferably comprises aliphatic hydrocarbon and/or silicone oil in addition to the above aliphatic monoester.
