Preferably, the fibrous flavored wrapper (12) includes embedded flavorants (18). The fibrous flavored wrapper (12) may also include a softening agent (20), colorants (24), and/or browning inhibitors (22). The inner material may include non- tobacco, plant material fibers and preferably has a low moisture content so as to prevent the need for preservatives or refrigeration.
