PROBLEM TO BE SOLVED: To provide an evaporating filter performing humidification by evaporating water, capable of preventing contamination, and intrusion of bacteria and molds into the evaporating filter, easily removing dirt by being washed, and keeping cleanness, by improving dispersibility of a hydrophobic inorganic material adaptable to a base material not having hydrophilic property or water absorbing property, and evenly and uniformly applying the inorganic material to the base material. SOLUTION: As this evaporating filter 11 obtained by applying the process liquid composed of the inorganic material 12, a synthetic resin emulsion 13, water 14 and a polar solvent 15 other than water to the filter base material 17 having voids through which air can pass, and drying the same, can be applied to various base materials and inorganic materials, the evaporating filter and the humidifying device capable of taking advantage of the base materials and inorganic materials can be provided.
