<p><P>PROBLEM TO BE SOLVED: To provide a foam-containing viscoelastic composition capable of developing good adhesiveness to a curved surface and an uneven surface, exhibiting excellent resistance to resilience and used for forming a pressure-sensitive adhesive layer and a substrate. <P>SOLUTION: The foam-containing viscoelastic composition comprises foam and comprises a fluorine-based surfactant. The fluorine-based surfactant comprises a fluorine-based polymer having≥20,000 weight-average molecular weight. The composition comprises, preferably, the fluorine-based polymer in an amount of 0.01-2 pts.wt. (as solid content) based on 100 pts.wt. base polymer in the composition. The composition may contain an acrylic polymer mainly composed of (meth)acrylate. The composition comprises, preferably further, hollow minute globular bodies.
