An apparatus for controlling a stabilized high-availability network and a method thereof are provided to operate in a bypass mode according to an FOD function even when a failure occurs during the operation of the system and transmit a network packet to the outside by a hardware relay configuration, thereby reducing link down greatly to operate the system stably. An apparatus for controlling a stabilized high-availability network includes a network packet processing system(300). The network packet processing system includes an FOD switch(305), a transformer(310), an Ethernet processing IC(Integrated Circuit). The FOD switch is composed of a non-latching relay and a latching layer to connect a network packet seamlessly when a failure occurs. The non-latching layer turns to an initial position when power is down. The latching relay stays in a previous connection state even when power is off. The transformer receives the network packet from the FOD switch to match impedance so as to minimize the return loss of the network packet. The Ethernet processing IC monitors mode settings and the system and analyzes and processes the network packet.
