A roller and a roller manufacturing method are provided to facilitate a rolling process by preventing the roller from being bent by increasing strength of the roller during a manufacturing process. A roller includes a pipe(12), a reinforcement wheel(14), a reinforcement pipe(16), axis plates(18), and a roller axis(20). The reinforcement wheel is installed on a bifurcate position, which divides an inner portion of the pipe by halves. The reinforcement pipe is installed to penetrate a center of the reinforcement wheel. The axis plates are attached to both sides of the pipe. The roller axis is inserted into the reinforcement pipe and the axis plate at both sides of the pipe. The pipe includes a center pipe(12-1) and side pipes(12-2,12-3), which are welded to both ends of the center pipe. The reinforcement wheel and the reinforcement pipe are embedded in the pipe.
