An apparatus and a method for allocating resources in a relay wireless communication system are provided to allocate resources in consideration of a buffering state of a relay station to achieve effective relay communication and control the ratio of a transmission period of relay communication to non-transmission period in consideration of a state of channel between the relay station and a terminal to increase the transmission rate of the system. A relay station in a relay wireless communication system includes a buffer(313), a scheduler(315), a generator(317), and a communication unit. The buffer stores a packet to be transmitted to at least one terminal. The scheduler allocates resources to the terminal. The generator generates a message including information on at least one terminal receiving a packet which is not stored in the buffer. The communication unit transmits the message to a base station and transmits the packet stored in the buffer to the terminal to which the resources are allocated.
