A hydraulic composition is provided to have a long self life and a short setting time, and to be usable as a self-leveling material having a short setting time and a low change of fluidity with time, as tile mortar having a long open time and a short setting time, and as a cement mortar composition. A hydraulic composition includes a setting accelerator, a water-soluble cellulose ether which is water-soluble alkyl cellulose or/and water-soluble hydroxyalkyl alkyl cellulose, and water. The degree of substitution of an alkyl group in the water-soluble cellulose ether ranges from 1.6 to 2.5. The hydraulic composition is a self-leveling composition which further comprises cement and/or gypsum, aggregate, a plasticizer or dispersant as a water-reducing agent, and an antifoaming agent. Further, the hydraulic composition is cement composition additionally comprising cement and/or gypsum and aggregate.
