PROBLEM TO BE SOLVED: To make it possible to decrease the generation of radioactive waste and reduce the thermal loss in a nuclear power plant by providing a cylindrical desalter that can remove ions at high temperature, can maintain insulating and sealabilities securely and can be assembled easily, which makes it possible to address the enlargement of a desalter. SOLUTION: In a cylindrical desalter for treating the high-temperature water to be treated which contains ion ingredients; an inner-peripheral barrier membrane 27 and an outer-peripheral barrier membrane 23 laid out concentrically, a cylindrical central electrode 22 placed inside the inner-peripheral barrier membrane 27 by way of the inner-peripheral concentration section, the outer-peripheral electrode 23 placed outside the outer-peripheral barrier membrane 23 by way of the outer-peripheral concentration section, a desalting section which is set up between the inner-peripheral barrier membrane 27 and the outer-peripheral barrier membrane 23 to get the water to be treated introduced, upper and lower structures of the outer-peripheral barrier membrane 23 which hold the inner-peripheral barrier membrane 27 and upper and lower structures of the inner-peripheral barrier membrane 27 which hold the inner-peripheral barrier membrane 27 are provided and the central electrode 22, the lower structure of the outer-peripheral barrier membrane 23 and that of the inner-peripheral barrier membrane 27 are positioned and held by a structure between the barrier membranes.
