PROBLEM TO BE SOLVED: To record file system information on a recording medium for recording data and sustain a bit rate of recording/reproducing data. SOLUTION: A part of a block as a recording unit is assigned to an area for file system information. Data is recorded in other than an area for file system information out of each block in recording data, while file system information of data in all the blocks recorded so far is recorded in the area for the file system information until the area for file system information is saturated and file system information of data within all the blocks after the block in which the saturated area for file system information exists is recorded in the area for file system information after the area for file system information is saturated. An address of each saturated file system information area and the address of the area for file system information in a block in which data is recorded finally are recorded.
