<P>PROBLEM TO BE SOLVED: To provide an oxygen permeable membrane capable of obtaining high oxygen permeability even when used for partial oxidation modification reaction, and to provide a system for generating hydrogen. <P>SOLUTION: A system 100 for generating hydrogen in a preferred embodiment comprises a hydrogen-generating part having an oxygen permeable membrane 10 and a hydrogen separation part 30. The oxygen permeable membrane 10 in the system 100 for generating hydrogen comprises an oxygen permeable layer 1, a support layer 4, a carrier layer 6, and a catalyst 8 in this order.
