PROBLEM TO BE SOLVED: To determine nearness to the end of life of a secondary battery, i.e. battery deterioration degree during charging, in a charging device for charging the secondary batteries including a lithium-ion battery by a constant current/constant voltage charging control system. SOLUTION: A microcomputer 50 stores in advance the relationship between a battery voltage determination value V2 before starting constant voltage charging and a determination value t2 of constant current charging time required for charging corresponding to the battery voltage value V2 in a storage device (ROM) 55 with regard to a secondary battery which becomes a reference. The microcomputer 50 detects an actually measured time (t) during which the constant current charging is performed and an actually measured battery voltage (Vo) before starting the constant voltage charging with regard to a secondary battery which is charged. When it is determined that the actually measured time (t) corresponding to the actually measured battery voltage (Vo) is less than the determination values (V2, t2) stored in the storage device 55 in advance, "nearly end of life", which denotes that the charged secondary battery 2 is close to the end of life, is displayed on a display means 121 of a display circuit 120.
