PROBLEM TO BE SOLVED: To provide a conductive rubber roller such as a transfer roller , the conductive rubber roller having a small amount of variation in roller resistance value due to such as an environmental change and small variance in resistance and voltage dependency. SOLUTION: A rubber layer has polar rubber as a rubber component and contains 30 parts by mass or more and 80 parts by mass or less of carbon black in which toluene coloring transmission (JIS K6218-4:2005) is 20% or more and 75% or less for 100 parts by mass of the rubber component.
