The body (1) has an actuator lever (10) mounted at an end of a throttle butterfly valve stem. A main throttle valve (3) is opened at an opening degree based on an opening degree of an auxiliary throttle valve (9). A throttle cover (12) has an opening section (12C) and is formed in a side wall as a single-piece, so that the cover surrounds a driven lever (5) and the lever (10) and opens towards a side direction. A lever retaining chamber is formed by closing the opening section with a closing cover. The levers are arranged in such a manner that the levers are mounted within the chamber.
