PROBLEM TO BE SOLVED: To provide an information monitoring device, an information monitoring system, an information monitoring method and an information monitoring program devised to monitor the action of a protected person while suppressing restrictions on a protector's time. SOLUTION: The information monitoring device comprises an area information storage means for storing area information including safe area information indicating a safe area and dangerous area information indicating a dangerous area for the protected person set beforehand; a position information receiving means for receiving position information indicating a present position transmitted from a position information acquiring device which the protected person has; a determining means for determining which of the safe area, the dangerous area and any other area the protected person is in based on the position information and area information; and a position information notifying means for notifying a terminal of a protector of the protected person of the determined result according to the determined result obtained by the determining means.
