PROBLEM TO BE SOLVED: To reproduce a signal without receiving a sense of something missing and a sense of incongruity by enhancing the resolution of spectrum which is rounded off by quantization and filling the energy of the spectrum which has been rounded to zero by quantization, and to adapt a decoding side to various coding systems at a decoding side. SOLUTION: A plurality of coefficients are selected by a selection section 13 from coefficients of a frequency band of a sound signal which is quantized reverse. By interpolation methods such as a Lagrangian interpolation method or a spline interpolation method that uses the plurality of coefficients which are selected by the selection section 13, the interpolation coefficient of a coefficient which will not be selected by the selection section 13 is calculated by a calculation section 14.
