A composition for improving snoring and sleep apnea is provided to be convenient for use by applying the same to the nasal mucous membrane before going to bed, reduce manufacturing cost due to being made of vegetable oils and herb medicinal ingredients, alleviate the snoring, promote sleeping and treat bronchial inflammation without side effects. A composition for improving snoring and sleep apnea comprises: 5-50 wt.% of at least one vegetable oil selected from the group consisting of soybean oil, corn oil, olive oil, grapeseed oil, palm oil, sesame oil, perilla oil, and apricot kernel oil; and 50-95 wt.% of a herb medicine extract obtained by extracting 20-60 parts by weight of Ulmi cortex, 20-40 parts by weight of Thujae semen and 20-80 parts by weight of Zizyphi spinosi Semen with 500-2,000 parts by weight of water. The composition further comprises at least one selected from the group consisting of 5-20 parts by weight of an extract of soybean, 5-20 parts by weight of an extract of apricot stone, 5-20 parts by weight of an extract of Angelicae Gigantis Radix, 5-20 parts by weight of an extract of sesame, and 5-20 parts by weight of an extract of perilla.
