A vibration damping material having a constraint layer and a resin layer, characterized in that the constraint layer consists of an inorganic material while the resin layer has an organic mass of 1.0 kg/m² or less, and that the resin layer consists of a resin composition composed of 100 parts by weight of chlorinated thermoplastic resin of 20 to 70 wt.% chlorine content and 40OE0⁴ or higher weight average molecular weight and 200 to 1000 parts by weight of chlorinated paraffin of 12 to 50 average carbon number and 30 to 75 wt.% chlorinification degree.
