PROBLEM TO BE SOLVED: To provide an information creation system, estimating an empty road while suppressing communication cost. SOLUTION: The information creation system collects information from running vehicles by using communication and creates predetermined information based on the collected information. When the information creation system collects congestion information from the running vehicles and creates road traffic information, the system estimates a travel route of the sender vehicles, based on points at which congestion information for each of the running vehicles is uploaded and points at which requests to provide road traffic information are uploaded. Then, the system determines that, in the estimated travel route, routes other than the congested route shown by congestion information uploaded from the sender vehicle is an empty road.
