PROBLEM TO BE SOLVED: To provide a cutting insert with a high restraining force to a holder, and a cutting tool using it. SOLUTION: A body of a cutting insert has a hole communicating a top face with a bottom face, and the hole comprises a first tapered part whose inner diameter becomes smaller with a constant width toward the bottom face from the top face, a second tapered part whose inner diameter becomes smaller with a constant width toward the top face from the bottom face, and an intermediate part positioned between the first tapered part and the second tapered part. A relief part whose inner diameter is larger than the intermediate part is provided at least between the first tapered part and the intermediate part, or between the second tapered part and the intermediate part.
