PROBLEM TO BE SOLVED: To provide a mechanism by which functions of a terminal on a user side can be set by an instruction from a terminal on an administrator side. SOLUTION: Settings of functions of a mobile terminal 20 on a user side are changed by an instruction from an administrative terminal 10 on an administrator side. An administrative server recognizes the information of the mobile terminal on the user side, stores it in itself, and writes to the mobile terminal the information to the effect that it is the terminal to be administered. When the administrative terminal issues a function limitation instruction to the administrative server, settings of the mobile terminal which is registered as the terminal to be administered in the administrative server are changed.
