PROBLEM TO BE SOLVED: To provide a scaffold device with excellent safety and working efficiency enabling the rotation of the side wall of a cylindrical structure such as a storage tank without fixing an outer peripheral scaffold, enabling the stable support of the scaffold to prevent it from expanding outward, and having no rubbing between the contact part and the side wall when the side wall is renewed by rotating and being replaced. SOLUTION: In this renewal, a heavy machine for lifting and transportation is installed in a predetermined area of the cylindrical structure, the upper side wall is rotated, and the side plate piece is lifted and transported by the heavy machine for replacement. The outer peripheral scaffold 5 is installed apart from the outer periphery of the side wall of the cylindrical structure 1. A rotating member 8 for guiding the rotation of the side wall 3 is attached to the fore end of a wall contact member 6 extended at a proper position between the side wall 3 and the outer peripheral scaffold 5.
