An emergency drag stretcher device (90) is provided that includes a combi nation of a base panel (50) formed of a flexible sheet material, and a unita ry harness device (60, 100) coupled to the base panel (50), wherein the unit ary harness system is adapted to securely restrain an individual and hold th e base panel (50) against the individual, and allow the individual to be dra gged or vertically lifted using the emergency stretcher device.
