A gargling water composition is provided to be used only to wash out toothpaste after toothbrushing and forming a xylitol and fluorine film on the surface of the teeth, thereby being effective for preventing dental caries. A gargling water composition used for removing toothpaste from teeth after toothbrushing and forming a protective film on the teeth comprises 100 parts by weight of water, 6-7.4 parts by weight of xylitol, and 0.01-0.035 part by weight of fluorine. The composition further comprises 0.8 part by weight of spearmint and 5 parts by weight of hydroxyapatite.
