<p><P>PROBLEM TO BE SOLVED: To provide a chemical reactor for removing nitrogen oxide with high efficiency by small power consumption when too much oxygen exists in combustion exhaust gas. <P>SOLUTION: This chemical reactor for subjecting the substance to be treated to chemical reaction is provided with a chemical reaction layer for advancing the chemical reaction of the substance to be treated and an electrode layer adjacent to the chemical reaction layer.
