PROBLEM TO BE SOLVED: To reduce labor taken in modification of a route being a training object for a person in command.

SOLUTION: A railroad operation management system can mutually communicate with an application execution computer 20A for executing application used for training of the command person for a railroad, and a management computer 10A for managing the application execution computer 20A. The management computer 10A includes: a communication part 340 communicating with the application execution computer 20A; a storing part 200A for storing an effective date effecting modification of the application; and a processing part 330 for modifying the application stored in the application execution computer 20A through a communication part 340 when the effective date arrives.
