<p><P>PROBLEM TO BE SOLVED: To prevent omission of operation arrangement disrupting a train schedule, and to simply instruct operation arrangement. <P>SOLUTION: In the figure (a), when the operation arrangement in which a train 4 is cancelled between a station C and a station A is performed, a candidate train of cancellation is searched under a predetermined search condition, for example, an operation direction of the candidate train is reverse to that of the cancelled train 4 and its operation section matches with that of the cancelled train 4.
