A head rest control device and an active head rest capable of preventing the head part of an occupant from being excessively pushed by a head rest. The head rest control device shortens a horizontal distance between the head rest (20) and the head part by predicting or detecting the rear end collision of a vehicle and moving a part (20A) or all of the head rest (20) of a vehicle seat toward the head part of the occupant. The head rest control device comprises a head position detection part (11) detecting the specified approach or contact state of the head rest (20) to the head part during the movement of the head rest (20) and a control circuit stopping the head rest (20) based on detection signals from the head position detection part (11).
