PROBLEM TO BE SOLVED: To provide insulating paper which performs inter-phase insulation and in-phase insulation by using a single sheet, and also to provide a stator including the insulating paper. SOLUTION: The insulating paper 29A comprises: a plane part 291A which performs the inter-phase insulation between U-phase coils and V-phase coils wound to a stator core; and an in-phase insulation part 292A which performs the in-phase insulation between the U-phase coils.
