<P>PROBLEM TO BE SOLVED: To mediate a plurality of distribution origination requests when the plurality of distribution origination requests compete each other, without arranging a distribution server. <P>SOLUTION: An encoder comprises a distribution request portion 15 for transmitting a distribution origination request of video image sound to a decoder, a distribution response portion 16 for transmitting a distribution origination response to a distribution origination request from the decoder, and a distribution control portion 17-2 for controlling the distribution request portion 15 or the distribution response portion 16 if distribution of video image sound is started and regulating transmission of a distribution origination request or a distribution origination response.
