PROBLEM TO BE SOLVED: To provide a technique for securing a desired temperature necessary for firing a clinker even if a ratio using a combustible material as an auxiliary fuel is increased when the clinker being an intermediate product of cement manufacture is fired. SOLUTION: In the method for manufacturing a cement clinker by firing a raw material by a rotary kiln 7 included in a cement manufacturing device A, a burner 13 for firing the raw material at a downstream side site of a raw material flowing direction is installed in the rotary kiln 7, and the combustible material having a calorific value of 2,000-5,000 kcal/kg and a particle size of≤5 mm is charged from a kiln front part 7a wherein the burner 13 is installed and also a combustion air supplied to the burner is introduced to the rotary kiln as a primary air and a cooled air after cooling the cement clinker fired by the burner is introduced after controlling in a range of 700-1,000°C to the rotary kiln as a secondary air.
