PROBLEM TO BE SOLVED: To accurately manage the update circumstances of the firmware of pieces of terminal equipment connected through a network.

SOLUTION: The terminal equipment 101 stores firmware version information 151 in the secrecy region 142 of a storage part 141 whose update is impossible by the user of terminal equipment 101, and a version comparing part 221 decides necessity/non-necessity of the firmware on the basis of the firmware version information 151, and a firmware management part 211 transmits the firmware 231 to the terminal equipment when it is necessary to update the firmware, and a firmware update part 132a updates firmware 141 with the firmware 231, and a version information update part 132b updates the firmware version information 151 with the version information of the firmware 231. This invention can be applied to the management system of a card reader terminal.
