A display panel and a display device having the same are provided to receive a touch voltage different from a common voltage through an upper touch electrode separated from a common electrode, thereby improving the sensing performance of the display panel. A display panel comprises an array substrate(410), a counter substrate(420) facing the array substrate, and a liquid crystal layer interposed between the array substrate and the counter substrate. The array substrate includes gate lines, data lines, storage lines, pixel parts, lower touch electrodes(412), a sensor line, and short points(414). The lower touch electrodes are formed on the same layer as pixel electrodes of the pixel parts. The lower touch electrodes are arranged along first and second directions in a matrix type. The lower touch electrodes are electrically connected to an operational amplifier by the sensor line. A sensing voltage of the lower touch electrodes is transmitted to the operational amplifier through the sensor line. The short points are positioned at four corners of the counter substrate. The array substrate and the counter substrate are electrically connected by the short points. An upper touch electrode(422) is formed on a planarization layer to cover the lower touch electrodes. The upper touch electrode is electrically connected to at least one of the short points to receive a touch voltage.
