Audio-visual data is provided to a network-connected terminal. First audio-visual data containing first information encoded at a first data rate and second audio-visual data containing first information encoded at a second data rate that is less than the first data rate are received. The first audio-visual data is provided to the network-connected terminal. A condition is identified to the effect that the amount of data being sent to the terminal exceeds the available bandwidth, provision of the first audio-visual data to the terminal is stopped, and the second audio-visual data is provided instead. Packet loss may indicate the available bandwidth and probe packets may be used to determine the available bandwidth. The encoding rate may be increased when the bandwidth is available.
