An apparatus and a method for guaranteeing a QoS traffic rate in a mobile communication system are provided to calculate a weighted traffic rate for guaranteeing the minimum reserved traffic rate and the maximum sustained traffic rate in the mobile communication system, thereby satisfying QoS. A method for guaranteeing a QoS(Quality of Service) traffic rate in a mobile communication system comprises the following steps of: calculating a traffic rate according to a change of a previous channel and a recent average traffic rate; calculating a weighted traffic rate by using the traffic rate according to the change of the previous channel and the average traffic rate when the average traffic rate can not satisfy the QoS traffic rate(106,108); and determining a service order by using the weighted traffic rate(110).
